OHIO SOIL AND WATER CONSERVATION COMMISSION
ELECTION LEGAL NOTICE
The Ohio Soil and Water Conservation Commission will cause an election of Supervisors of the Hocking Soil and Water Conservation District (SWCD) to be held in accordance with Chapter 940 of the Ohio Revised Code. Individuals who own or occupy land within the Hocking Soil and Water Conservation District and are 18 years of age or older may vote for Supervisor.
There are three ways an eligible voter can cast a ballot:
1.) At the SWCD office, 148 N. Homer Ave., Logan, OH 43138, from October 7, 2026 until November 5, 2026 during normal business hours; or
2.) At the SWCD Annual Meeting, which will take place at Logan High School 14470 St Rt 328, Logan, OH 43138 on November 5, 2026 from 6:00PM to 7:00PM; or
3.) Voting absentee from October 7, 2026 until November 5, 2026, by requesting the ballot application and election ballot from the SWCD office at the following address 148 N. Homer Ave., Logan, OH 43138, by calling 740-385-3016, or email [email protected]. Absentee ballots must be received by the SWCD office by November 5, 2026 and 4:30PM.
Two Supervisors will be elected to a three‐year term commencing January 1, 2027 and ending December 31, 2029.

Meet the Candidates
Justin Kerns and his wife, Crystal, reside in Logan, Ohio. They have two daughters, Abigail and Olivia. He is an active member of Hocking Hills Global Methodist Church and Shawnee Lodge 526. Justin is a graduate of Ohio Christian University, where he earned a Bachelor of Science in Nursing. He is currently pursuing a Master of Science in Nursing Leadership at Grand Canyon University, along with a dual degree in Business Administration. Outside of his professional career, Justin is actively involved in agriculture. He operates a small sheep and lambing farm with approximately 70 ewes, provides horse boarding, and manages approximately 50 acres of hay production. Justin has utilized the services of Hocking SWCD by renting District equipment to assist with pasture and hay management on his property.
Kevin Kerns and his wife, Cathy, reside in Rockbridge, Ohio. They have three sons, Kyle, Christopher, and Cory. Kevin is a graduate of Logan Elm High School and attended Hocking College. He is an active member of St. John Catholic Church, Knights of Columbus Council 2299, and Farm Bureau. Kevin is employed by Westerman in Bremen. Kevin has been a Hocking SWCD Cooperator and has made conservation a priority on his property. His conservation efforts include crop tree release, grapevine eradication, timber stand improvement, and pasture paddocks with water sources installed for each. Kevin also operates a small brood
cow/calf operation on 12 acres and participates in the Ohio Landowner/Hunter Partnership Program. Kevin is currently serving his first term as a Hocking SWCD Supervisor, where he serves as the Public Relations representative.
Valerie Scott and her husband, Mark (a.k.a. Dusty), reside in Logan, Ohio. Valerie is a graduate of Robert Morris University, where she earned a Bachelor of Science in Business Administration and Management Information Systems. She retired from a career in Information Technology after more than 30 years of service. She and her husband are the owners and woodland stewards of Val Lea Oaks, an EQIP conservation project. As a Hocking SWCD Cooperator, Valerie has implemented a variety of conservation practices on their property, including reforestation, invasive species removal, and maintaining pollinator fields and grassland habitats for wildlife. Valerie also participates in the Women Owning Woodlands program and generously volunteers her time with several organizations and conservation projects, including ODNR State Nature Preserves, Crane Hollow Private Preserve, and Bishop Educational Gardens. Valerie is an avid gardener. She enjoys growing fruits, vegetables, and native flowers. Valerie is currently serving her first term as a Hocking SWCD Supervisor and serves as the District’s Secretary.
